DECREE OF THE MINISTER OF AGRICULTURE NO. 445/Kpts/TN.540/7/2002 DATED JULY 15, 2002
ON
BAN ON THE ENTRY OF RUMINANSIA BREEDING ANIMALS AND THEIR PRODUCTS FROM COUNTRIES INFECTED BY
BOVINE SPONGIOFORM ENCELPHALOPATHY (BSE)
THE MINISTER OF AGRICULTURE,
Considering :
a. that scientific evidence has stated the relationship between the cause of the decease of Bovine Spongioform Encelphalopathy (BSE) and Creutzfell Jacob Decease of new variant (nv CJD) attacking human being;
b. that base on data of Office International des Epizooties, the number of countries infected by BSE, the number of countries infected by BSE experiences an increase, apart from the addition to the kinds of materials having risk capable of transmitting the decease of BSE;
c. that in relation to matters mentioned above, to prevent the decease of BSE in ruminansia breeding animals from spreading to the territory of the Unitary State of the Republic of Indonesia and also in the framework of maintaining the territory of Indonesia to remain free of the decease of BSE, it is necessary to stipulate ban on the entry of ruminansia breeding animals and their products from countries infected by the decease of BSE into the territory of the Unitary State of the Republic of Indonesia by a decree of the Minister of Agriculture.

1. Circular of the Director General of the Fostering of Animal Breeding Production No. TU.340/28/E/01.2002 dated January 24, 2002 on the Temporary Suspension of the Entry of Ruminansia and their Products from Countries Infected by BSE;
2. International Animal Health Code/OIE on Requirements on the Traffic of Animal and Animal Products related to BSE;
3. Notification of Emergency Measures to World Trade Organization (WTO) on the Temporary Suspension of the Entry of Animal and Animal Products from Certain Countries Infected by BSE into Indonesia dated February 12, 2001.
DECIDES :
To stipulate :
FIRST :
Banning the entry of ruminansia and its products from countries declared infected by BSE.
SECOND :
The kinds of ruminansia breeding animals banned from being brought into the territory of the Unitary State of the Republic of Indonesia as written in an attachment to this decree.
THIRD :
Based on report of OIE, the Director General of the Fostering of Breeding Animal Production stipulates a list of countries infected by BSE.
FOURTH :
This decree starts to be effective on the date of stipulation.

ATTACHMENT
List of the Kinds of Ruminansia and Its Products Banned from Entering to Indonesia
1. Ruminansia a. cow; b. goat; c. sheep.
2. Materials derived from ruminansia
a. ruminansia meat and its processed products; b. bone;
c. offal;
d. SRM (specified risk material : brain, eyes, tonsil, backbone nerves, intestines, gland, spleen and products containing nerves);
e. embryo used for breeding; f. cement;
g. fetal bovine serum;
h. gut/bladder/stomach from ruminansia for casing sausage; i. heart;
j. meat extract and juice.
3. Produces of materials derived from ruminansia
a. meat and bone meal (MBM) derived from ruminansia; b. blood meal;
c. protein meal; d. tankage;
e. fat and its derivatives; f. gelatin made of bone; g. collagen made of bone; h. tallow containing protein;
i. pet food made of materials derived from ruminansia.
