1 DECREE OF MINISTER OF INDUSTRY AND TRADE OF ROI
NUMBER: 372/MPP/Kep/6/2004 DATED 7 JUNE, 2004 REGARDING
ESTABLISHMENT OF TEAM TO MONITOR
SUPPLY, DISTRIBUTION AND PRICE OF RICE, SUGAR, COOKING OIL, KEROSENE AND FERTILIZER
MINISTER OF INDUSTRY AND TRADE
Considering:
a. That because rice, sugar, cooking oil and kerosene is essential for people’s daily life and because fertilizer is a strategic commodity, it is therefore necessary to monitor supply, distribution and price of the said commodities;
b. That in the framework of monitoring supply, distribution and price as mentioned in point a it is necessary to establish a team.
c. Therefore it is deemed necessary to issue Decree of Minister of Industry and Trade.
In View of:
1. Presidential Decree of The Republic of Indonesia Number 228/M Year 2001 regarding the Formation of The Gotong Royong Cabinet;
2. Presidential Decree of The Republic of Indonesia Number 102 Year 2001 regarding Title, Task, Function, Authority, Structure, Organization and Working Procedure of Ministry;
3. Presidential Decree of The Republic of Indonesia Number 109 Year 2001 regarding Organization Unit and Task of Echelon I Ministry;
4. Presidential Decree of the Republic of Indonesia Number 90 Year 2002 regarding Retail Price of Kerosene on Domestic Market;
5. Joint Decree between Minister of Energy and Mineral Resources and Minister of Finance Number 31 K/20/MEM/2003 and number 31/KMK.01/2003 regarding stipulation of retail price of Pertamina’s kerosene on domestic market;
6. Decree of Minister of Agriculture Number 176/Kpts/TP.310/3/2003 regarding highest retail price of subsidized fertilizer for agricultural sector as amended with Decree of Minister of Agriculture Number 427/Kpts/TP.130/8/2003;
7. Decree of Minister of Industry and Trade Number 86/MPP/Kep/3/2001 Organization, Working Procedure at Ministry of Industry and Trade;
8. Decree of Minister of Industry and Trade Number 643/MPP/Kep/9/2002 regarding Provision of Salt Import; 9. Decree of Minister of Industry and Trade Number 70/MPP/Kep/2/2003 regarding Supply, Distribution of Subsidized Fertilizer for agricultural sector as amended with Decree of Minister of Industry and Trade Number 356/MPP/Kep/5/2004;
10. Decree of Minister of Industry and Trade Number 9/MPP/Kep/1/2004 regarding provision of rice import as severally amended and lastly amended with Decree of Minister of Industry and Trade Number 368/MPP/Kep/5/2004;
11. Decree of Minister of Industry and Trade Number 9/MPP/Kep/1/2004 regarding Inter-Island Sugar Trade as amended with Decree of Minister of Industry and Trade Number 334/MPP/Kep/5/2004;
DECIDE Stipulate:
FIRST:
2 1. 328/MPP/Kep/4/2003 regarding Establishment of Team to Monitor Supply, Distribution and Price of Salt
Import;
2. 387/MPP/Kep/5/2003 regarding Establishment of Team to Monitor Supply, Distribution and Price of Rice; 3. 387/MPP/Kep/5/2003 regarding Establishment of Team to Monitor Domestic Stock and Price of Rice.
SECOND:
Establish a team to monitor supply, distribution and price of rice, sugar, cooking oil, kerosene and fertilizer that shall comprise of:
a. Advisor; b. Director;
c. Monitoring Team;
THIRD
Composition of the Monitoring Team referred to in Second Dictum is as set forth in the appendix of this Decree.
FOURTH
Duty and responsibility of Director and Monitoring Team referred to in Second Dictum is as follows: a. Director:
1. Provide direction to Monitoring Team.
2. Report to the advisor on result of monitoring activity, and suggest actions to anticipate disruption of supply and distribution and the spike of price of rice, sugar, cooking oil, kerosene and fertilizer. b. Monitoring Team
1. Monitor supply, distribution and price of rice, sugar, cooking oil, kerosene and fertilizer and coordinate their action with other government institutions and associations.
2. Process data and information regarding supply, distribution and price of rice, sugar, cooking oil, kerosene and fertilizer;
3. Evaluate monitoring activity of supply, distribution and price of rice, sugar, cooking oil, kerosene and fertilizer;
4. Submit report on monitoring activity of supply, distribution and price of rice, sugar, cooking oil, kerosene and fertilizer to the Director with copy of it is sent to Advisor;
FIFTH
For the successful implementation of the monitoring activity, chairman of monitoring activity may appoint coordinator for each commodity.
SIXTH
Any cost arising from the performance of monitoring team shall be burdened to the budget of Director General of Domestic Trade, Ministry of Industry and Trade.
SEVENTH
This decree shall come into effect on the date of stipulation.
