Reason for change: Simplify interoperability by helping consumers better identify OGC services.
Summary of change: Change the <ServiceType> element to a simple type to contain anyURI instead of being a codeType, thus using a service type URN to help OGC service
Consequences if
not approved: Currently, there is no standard service type identification mechanism. It makes itdifficult for clients to identify OGC services. Throughout the current OGC specifications examples containing this element use various values to identify the same service type. For example, the WCS 1.1 draft has two examples with ServiceType equal to OGC:WCS or WCS which makes it difficult for clients to determine the service type.
Clauses affected: iv, 3, 7.2.3, 7.2.4, 7.4.4, 7.4.10 - the guts of the changes are in 7.4.4
Other specs X Other core specifications All specifications derived from OWS Common 1.1.0 or later. Currently, there are none but OWS Common 1.0.0 has the same issue and thus this could apply to many OGC specifications.

The document named Edited OWS Common incorporating change request to Define URN to identify ServiceType.doc contains all of the edits to OWS Common 1.1.
The modified XSD files are: owsGetCapabilities.xsd,
owsServiceIdentification.xsd, owsGetResourceByID.xsd. These contain the new type named AbbreviatedServiceTypeIdentifier (actually a replacement for the simpleType ServiceType, not to be confused with Element named ServiceType); and the modified element ServiceType which is now an anyURI.
One example file has also been changed.
