TRADE BETWEEN FIRST LEVEL REGIONS AND BETWEEN SECOND LEVEL REGIONS/ISLANDS

(Presidential Instruction No. 2/1998, dated January 21, 1998)

THE PRESIDENT OF THE REPUBLIC OF INDONESIA

Considering :

a. that within the framework of enhancing national economic efficiency and resilience, it is necessary to take measures for the smooth flows of goods from and to first level regions and second level regions/islands;

b. that in this connection it is deemed necessary to issue a presidential instruction to this effect.

In view of :

Article 4 paragraph (1) of the Constitution of 1945.

INSTRUCTS :

1. Coordinator Minister for Economy, Finance and Development Supervision; 2. Coordinator Minister for Production and Distribution;

3. Minister of Home Affairs; 4. Minister of Finance;

5. Minister of Industry and Trade; 6. Minister of Agriculture;

7. Minister of Forestry;

8. Minister of Communications; 9. Minister of Health;

10. Attorney General;

11. Governors/Heads of first level regions;

To carry out the following directives :

FIRSTLY :

1. Not to ban the trading of goods/commodities between first level regions and between second level regions/islands.

2. To revoke restrictions on the trading of goods/commodities between first level regions and between second level regions/islands.

3. Not to pursue policies on trading arrangements for goods/commodities in the relevant first level regions and second level regions.

4. To revoke policies on trading arrangements for goods/commodities in the relevant first level regions and second level regions.

5. To implement all policies and provisions on domestic trade which are only issued by the Minister of Industry and Trade.

SECONDLY :

The implementation of this presidential instruction shall be monitored by the Minister of Industry and Trade, the Minister of Home Affairs, the Minister of Agriculture and the Minister of Finance.

THIRDLY :

This presidential instruction shall come force as from the date of stipulation.
