4. Komposisi Karyawan Berdasarkan Jenis Kelamin

Berdasarkan jenis kelamin sampai akhir Triwulan IV Tahun 2019, karyawan Perum BULOG yang terdiri dari karyawan tetap, karyawan baru berstatus PKWT, dan Tenaga Profesional pada struktural Divisi TI, sebanyak 3.482 orang (73,55 %) karyawan berjenis kelamin pria dan 1.252 orang (26,45 %) merupakan

Sesuai dengan penjelasan komposisi karyawan sebelumnya, sampai dengan Semester IV Tahun 2019, jumlah karyawan Perum BULOG mencapai 4.734 karyawan yang terdiri atas 4.005 karyawan, 728 orang karyawan baru dengan status PKWT 737, dan 1 (satu) Tenaga Profesional pada struktural Divisi TI. Adapun 737 karyawan tidak tetap terdiri atas 728 orang karyawan baru dengan status PKWT serta 9 orang tenaga profesional. Adapun untuk anak Perusahaan, jumlah karyawan tetap mencapai 237 orang untuk PT JPLB, dan 471 orang untuk PT GMM. Untuk lebih jelasnya, dapat dilihat pada tabel berikut.

In line with the previous employee composition explanation, up to Semester IV 2019, the number of Perum BULOG employees reached 4,734 employees consisting of 4,005 employees, 728 new employees with PKWT 737 status, and 1 (one) Professional Staff in the IT Division structural. The 737 non-permanent employees consist of 728 new employees with PKWT status and 9 professional staff. As for the subsidiaries, the number of permanent employees reached 237 people for PT JPLB, and 471 people for PT GMM. For more details, see the following table.

Rekrutmen dan Seleksi

Sepanjang Tahun 2019, Rekrutmen dan Seleksi Karyawan Baru Perum BULOG dengan status PKWT telah terealisasi dan terlaksana sebanyak 733 orang, di mana 634 orang hasil penerimaan dari rekrutmen internal dan 99 orang hasil penerimaan dari rekrutmen Program Perekrutan Bersama (PPB) BUMN di mana 2 orang di antaranya merupakan karyawan Penyandang Disabilitas. Dari 733 orang tersebut yang bertahan hingga akhir tahun 2019 adalah sebanyak 728 orang.

Penerimaan Karyawan Penyandang Disabilitas merupakan hal baru di lingkungan BUMN karena sesuai pasal 53 Undang- Undang Nomor 8 tahun 2016 tentang Penyandang Disabilitas dan SE-01/MBU/2014 tentang Penempatan Tenaga Kerja Penyandang Disabilitas, ditentukan sebesar 2% dari total karyawan masing-masing BUMN diisi oleh penyandang disabilitas. Namun telah disepakati untuk program rekrutmen bersama BUMN ini paling sedikit sebesar 0,5% dari total karyawan.

Pelaksanaan rekrutmen baik internal maupun melalui Program Perekrutan Bersama (PPB) secara keseluruhan diserahkan kepada pihak ketiga yang bersifat independen yaitu Experd Consultant sebagai jasa penyedia rangkaian psikotes. Kemudian pada pelaksanaan Tes Kesehatan, Perum BULOG juga bekerjasama dengan Laboratorium Kesehatan Kimia Farma.

Sementara pada tahapan wawancara akhir dilakukan oleh Tim yang beranggotakan pejabat Jenjang Utama, I, dan II dari berbagai unit kerja di Kantor Pusat dan Kanwil.

Recruitment and Selection

Throughout 2019, the Recruitment and Selection of New Employees of Perum BULOG with PKWT status has been realized and carried out as many as 733 people, of which 634 people were received from internal recruitment and 99 people were received from the recruitment of the SOE Joint Recruitment Program (PPB) where 2 people among them are employees with disabilities. 728 of the 733 people are survive until the end of 2019.

The acceptance of Employees with Disabilities is a new thing in SOE because according to article 53 of Law Number 8 of 2016 concerning Persons with Disabilities and Circular SE-01 / MBU / 2014 concerning Placement of Workers with Disabilities, it is determined that 2% of the total employees of each SOE are employees with disabilities. However, it has been agreed that for BUMN Joint Recruitment Program is determined at least 0.5% of the total employees.

The implementation of recruitment both internally and through the Joint Recruitment Program (PPB) is entirely handed over to an independent third party, namely Experd Consultant as a service provider for a series of psychological tests. In the implementation of the Health Test, Perum BULOG also collaborated with the Kimia Farma Health Laboratory. Meanwhile, the nal stage of interview was carried out by a team consisting of officials at Main Levels I and II from various work units at the Head Office and Regional Offices.

Rotasi, Mutasi dan Promosi

Sepanjang tahun 2019 pengisian kebutuhan penempatan dalam jabatan, baik Rotasi, Demosi dan Promosi telah dilakukan bagi 4.028 karyawan di lingkungan kantor pusat dan Kanwil.

Telah dilakukan rotasi bagi 3.321 karyawan, demosi bagi 83 karyawan dan promosi bagi 624 karyawan. Proses ini dilakukan dengan memperhatikan kompetensi sesuai dengan prinsip “the right man in the right place at the right time” sebagai upaya agar pertumbuhan SDM (proses regenerasi) dapat berjalan dengan lancar.

Rotations, Mutations and Promotions

Throughout 2019, charging the needs for placement in positions, both Rotation, Demotion and Promotion, has been carried out for 4,028 employees in the head office and regional offices. There were rotations that made for 3,321 employees, demotions for 83 employees and promotions for 624 employees. This process is carried out by paying attention to the competence in accordance with the principle of "the right man in the right place at the right time" as an effort to ensure that human resource growth (the regeneration process) can run smoothly.

Program Magang Mahasiswa Berserti kat (PMMB)

Sebagai bentuk komitmen BUMN Hadir Untuk Negeri dalam Bidang Human Capital, Perum BULOG turut serta dalam program Kementerian BUMN Magang Berserti kat yang melibatkan perwakilan dari PTN/PTS bekerjasama dengan Forum Human Capital Indonesia (FHCI) di mana link and match antara kebutuhan di Perum BULOG terhadap mahasiswa di perguruan tinggi untuk magang minimal selama 6 bulan.

PMBB diselenggarakan dalam dua Batch, Batch I dilaksanakan dalam 2 periode yakni dari Februari-Juli dan Maret-Agustus, dengan total mahasiswa peserta sebanyak 95 orang. Batch II terlaksana mulai Agustus 2019-Maret 2020 dalam 3 periode yakni Agustus 2019-Januari 2020, September 2019-Februari 2020 dan Oktober-Maret 2020, dengan total pelaksanaan PMMB Batch II sejumlah 97 orang.

Integrated Talent Management System (ITMS) BUMN Integrated Talent Management System (ITMS) BUMN adalah program dari Kementerian BUMN di mana setiap BUMN mendaftarkan pejabat BOD (Board of Director) dan BOD-1 yang telah memenuhi kuali kasi sebagai talent BUMN ke dalam aplikasi Ingenium Kementerian BUMN. Sampai dengan akhir Tahun 2019, Perum BULOG telah mendaftarkan 17 Orang (22,9%) pejabat BOD-1 dari target 20%, dengan syarat minimal rata-rata nilai seluruh aspek kompetensi adalah 2,67 dengan rekomendasi minimal “Disarankan Dengan Pengembangan”.

Persamaan Kesempatan dalam Pengembangan Jenjang Karir

Pengembangan karir karyawan diarahkan pada peluang untuk mengembangkan diri seluas-luasnya pada formasi jabatan yang tersedia, dengan mempertimbangkan kompetensi dan minat karyawan sesuai dengan prinsip “the right man in the right place at the right time” melalui pemetaan talenta yang pernah diselenggarakan Divisi SDM di tiap wilayah.

Certi ed Student Internship Program

As a form of SOE's commitment to the Country in the Human Capital Sector, Perum BULOG participates in the Ministry of SOE Certi ed Internship Program which involves representatives from State University (PTN) / Private University (PTS) in collaboration with the Indonesian Human Capital Forum (FHCI) where there are link and match between the needs at Perum BULOG and students in universities for an internship of at least 6 months.

PMBB is held in two batches, Batch I is held in 2 periods, namely from February-July and March-August, with a total of 95 participating students. Batch II was held from August 2019- March 2020 in 3 periods, namely August 2019-January 2020, September 2019-February 2020 and October-March 2020, with a total PMMB Batch II of 97 people.

SOE Integrated Talent Management System (ITMS)

Integrated Talent Management System (ITMS) of SOE is a program from the Ministry of SOE where each SOE registers their BOD (Board of Director) and BOD-1 officials who have met the quali cations as SOE talents into the Ingenium application of the Ministry of SOE. As of the end of 2019, Perum BULOG has registered 17 people (22.9%) of BOD-1 officials from the 20%

target, with the minimum requirement that the average score of a l l c o m p e t e n c y a s p e c t s i s 2 . 6 7 w i t h a m i n i m u m recommendation "Recommended by Development"
