REPORT OF THE COUNCIL COMMITTEE ON COMMUNICATION AND CONVENTIONS TO THE MEETING OF THE INTERNATIONAL BOARD OF TRUSTEES. The committee reviewed the Report of the Special Joint Meeting on Kiwanis International's Diamond and the Kiwanis International Foundation's Golden Anniversaries.

The committee believes that there is a danger that the impact of any program of major emphasis would be weakened if a separate set of services were also created for the anniversary year. The committee also discussed the feasibility of seeking corporate sponsorship for various aspects of the January 20-21 events and agreed to recommend approval of the concept to the International Committee. The committee recommends approval, in concept, of seeking corporate sponsorship for various elements of the January 20-21 anniversary events, with details being forwarded to the appropriate committee of the committee.

Exhibit 1 of the Special Joint Committee Report on Kiwanis International Diamond and Kiwanis International. Programs introduced by the adoption of the Standard License Agreement Program at the January 1988 Board of Trustees meeting. No fees or assessments may be charged to the General Membership for any program or programs or promotion of programs introduced under these guidelines.

REPORT OF THE BOARD COMMITTEE ON MEMBER SERVICES TO THE MEETING OF THE INTERNATIONAL BOARD OF TRUSTEES. REPORT OF THE BOARD COMMITTEE ON INTERNATIONALIZATION AND EXPANSION TO THE MEETING OF THE INTERNATIONAL BOARD OF TRUSTEES.

Key Club/Circle K International Board Accident Travel Insurance The Committee reviewed additional information requested regarding travel/accident insurance coverage for Circle Kand Key Club International Board members while on Key Club or Circle K business. In addition of this, the board asked staff to conduct a survey of youth board members to determine the type of primary insurance that board members or their parents have (including the limits of said policy). The Committee reviewed and approved the 1989-94 Circle K Long Range Plan as adopted by the Circle K International Committee.

The committee reviewed and approved the 1988-1989 Operational Plan for the Key Club Department, submitted in January 1988. The committee recommends that, beginning with the 1988-1989 board year, the annual sponsorship fee for a Kiwanianne club will be $100. Procedure: Consult the Board Committee on Policies, Procedures and Structures. The committee reviewed the following requests from the Kiwanianne Clubs International President: Allow Kiwanianne District Conferences/Conventions.

The committee also discussed expanding Kiwanis' emphasis by changing the continuing theme and logo. While the committee recognizes the importance and value of the UCP programs and is pleased that Kiwanians locally support their work, it requests

Survey on district alumni associations Conducted June 1988

Specific goals require financial and other tangible assistance, strengthening Circle K where possible, fostering K-Family relationships, and offering advice whenever requested by Kiwanis or Circle K. If Kiwanis endorses this, they will continue to work in the vicinity of Circle. K alumni who became Kiwanians. Didn't have a number of Circle K'ers who indicated interest in Kiwanis - but said alumni associations would not be an interference for Kiwanis.

The administrator believes that as many as 75 percent of Circle K'ers want to join Kiwanis. There are no exact numbers of Circle K'ers interested in Kiwanis - "a lot!" according to the governor, women are especially interested. The administrator estimates that as many as 60 percent of Circle K'ers (based on his experience with district committees) are interested in joining Kiwanis at some point.

Feels that although few Circle Kers have previously joined Kiwanis, there is a large interest from Circle K men (as high as 90 percent have indicated some interest in Kiwanis) and a smaller percentage of women. Circle K alumni who are active in Kiwanis have the greatest influence on the CKI organization.

ARTICLE 1

The concept of appropriateness in personal relationships between alumni and Circle K'ers must be understood. Alumni will recognize the importance of proper group contact and behave like the professionals they are at all Circle K functions.

ARTICLE III MEMBERSHIP

ARTICLE IV OFFICERS

A Circle K District Administrator or Kiwanian approved by the Kiwanis Board of Directors serves as an ex-officio member of the Board of Directors. The Board of Directors shall meet at least two (2) times a year, as called by the President or by majority vote of the Board. One meeting will be held in the month of October and one meeting during the annual general meeting.

Any committee member may be removed by a two-thirds (2/3) vote of all other committee members. A majority of the Board of Directors shall constitute a quorum for the transfer of business, and a majority vote shall decide on all questions, except as otherwise provided in these Articles of Association.

ARTICLE V FINANCE

Any one-time financial contribution to the Circle K administrative budget is approved by the Circle K District Manager and the District Kiwanis Council.

ARTICLE VI

ARTICLE VII RULES OF ORDER

These Bylaws may be amended by a two-thirds (2/3) vote of the members present at the Annual Meeting, provided that written notice of the proposed amendments has been submitted•. There will be no amendment that provides for the deletion of Article IX from these regulations.

ARTICLE IX DISSOLUTION

ARTICLE X RATIFICATION

Staff noted that a report of the Seattle Convention will be sent to all Past Presidents and widows who cannot attend. The Committee noted that for many years it was traditional for the Board of Trustees and their wives and Past Presidents and wives/widows to hold a social issue at the International Convention. The Committee recommends that the Board consider holding a joint social event at the International Convention that includes the Board of Trustees and the spouses and past Presidents and wives/widows.

Staff reported that updated Kiwanis International Policies and Procedures pages will be mailed to past presidents by August 1st. It was noted that the Board of Trustees had voted to establish the practice of including the individual's name in the "House". it was reported that Don Williams, who would normally have chaired the Committee for 1988-89, has reluctantly declined to serve in that capacity because of his current responsibilities on the International Foundation Board.

The committee also asks the Council to consider creating a “code of ethics” for campaigning at international conferences. Secretary Kevin Krepinevich spoke to the committee about the KI-KIE relationship as it develops in the future and answered questions about the governance of the International Office.
