He asked if the additional PhP 75 million would be for the same building or for a new one. Regarding the NCGG building, President Concepcion stated that he preferred to demolish the existing building but was informed that the building would be used as evidence in a lawsuit against the contractor. Chairman De Vera said that many questions were raised earlier regarding the construction of the NCGG building and therefore it is easier to build a new one instead of completing the building.
He suggested assessing the integrity of the entire structure before building on it. The president answered in the affirmative and suggested that a new building be built in another place, because the demolition of the existing building would take a long time, and the money for the construction cannot yet be included in this year's budget. President De Vera said that the government budget does not allow for the allocation of funds for building assessment in the GAA (General Appropriations Act), so it must be funded from internal revenue of the university.
He shared that most of the State Colleges and Universities (SUCs) in their proposed budgets include allocation for the purchase of large buses. The only justification is to transport students or athletes who will participate in certain things or to transport University officials and guests of the President. President Concepcion said he would have to consult with the procurement officers of the SUCs on this matter.
