The Bidding Documents shall, among other things, clearly and adequately define: (i) the objectives, scope and expected outputs and/or results of the proposed contract; (ii) the eligibility requirements of Bidders; (iii) the expected contract duration; and (iv) the obligations, duties and/or functions of the winning Bidder. If duplication of a subject is unavoidable in other sections of the document prepared by the Procuring Entity, care must be taken to avoid inconsistencies between clauses dealing with the same matter. Specific details, such as the "name of the Procuring Entity" and "address for submission of bids," must be provided in the Instructions to Bidders, Bid Data Sheet and Special Conditions of Contract.

The envelope should be modified as necessary to identify the tender documents by project, contract and client names in addition to the date of issue. Tender – a signed tender or proposal for the conclusion of a contract submitted by the tenderer in response to and in accordance with the requirements of the tender documents. Bidder - Refers to a contractor, manufacturer, supplier, distributor and/or consultant who submits a bid in accordance with the requirements of the tender documents.

The term "related services" or "analogous services" shall include, but not be limited to, the lease or purchase of office space, media advertising, health maintenance services, and other services essential to the operation of the Procuring Entity.

Invitation to Bid

West Visayas State University-Lambunao Campus through its FUND 164 (INCOME)) intends to apply the sum of TWO MILLION TWO MILLION TWO HUNDRED THOUSAND PESOS (Php payments under the contract for REPAIR AND REHABILITATION OF TWO-STORY EDUCATION BUILDING. It may also be downloaded free of charge from the Philippine Government Electronic Procurement System (PhilGEPS) website and the Procuring Entity's website, provided that bidders must pay the applicable tender documents fee no later than when submitting their bids. Bids must be duly received by the BAC Secretariat by hand delivery at the address below on or before 9:00 AM. All bids must be accompanied by a bid security in any acceptable form and in the amount specified in Article 14 of the ITB.

West Visayas State University-Lambunao Campus reserves the right to reject any and all bids, declare a bid failure or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 Revised IRR of RA 9184 and its IRR , without thereby incurring any liability towards the bidder(s) concerned.

Specifications

All steel materials must be fully equipped with metal primers to prevent rust and long-term use. Existing classroom doors need to be replaced with new accessory kits.
