These Philippine Bidding Documents (PBDs) for the Procurement of Infrastructure Projects (hereinafter also referred to as the "Works") through competitive bidding have been prepared by the Government of the Philippines (GoP) for use by all branches, agencies, departments, bureaus, offices or instrumentalities of the Government, including Government Owned and/or Controlled Corporations (GOCCs), Government Financial Institutions (GFIs), State Universities and Colleges (SUCs), Local Government Units (LGUs) and Autonomous Regional Government. The Bidding Documents shall, among other things, clearly and adequately define: (a) the objectives, scope and expected outputs and/or results of the proposed contract; (b) the eligibility requirements of Bidders; (c) the expected contract duration; and (d) the obligations, duties and/or functions of the winning bidder. In order to simplify the preparation of the Bidding Documents for each procurement, the PBDs group the provisions intended to be used unchanged in Section II.

Care must be taken to check the relevance of the provisions of the Bidding Documents against the requirements of the specific Works to be procured.

I NVITATION TO B ID

The University of the Rizal System is now inviting bids for the construction of a perimeter fence at the URS Pililla campus.3 One hundred and eighty (180) calendar days are required to complete the work. The complete set of tender documents may be collected by interested bidders on October 3, 2018 at the address below and upon payment of the applicable tender documents fee, in accordance with the latest Guidelines issued by the GPPB, in the amount of five thousand pesos. . All bids must be accompanied by a bid security in any acceptable form and in the amount specified in Article 18 of the ITB.

The bids will be opened in the presence of the representatives of the bidders who choose to be present at the address below.

I NSTRUCTIONS TO B IDDERS

Statement of the Bidder's SLCC similar to the contract to be bid, in accordance with ITB Clause 5.4. Any other document related to the financial component of the bid as set out in the BDS. a). Unless otherwise specified in the BDS, payment of the contract price shall be in Philippine pesos.

The notice must be issued within seven (7) calendar days from the date of the bid opening.

B ID D ATA S HEET

The name of the contract is the construction of a fence on URS Pililla Campus phase 1. The name of the project is the construction of a fence on the URS Pililla Campus, phase 1. Key personnel General experience Relevant experience Project manager 5 years building and construction ( must be Registered and Licensed Engineer or Architect).

The amount of not less than one hundred forty eight thousand four hundred eighty nine pesos and 93/100 Only if the bid security is in bond.

G ENERAL C ONDITIONS OF C ONTRACT

The approval of the client's representative does not change the contractor's responsibility for designing the temporary works. The Contractor must obtain approval from third parties for the design of the Temporary Works when required by the Employer. The approval of the work program by the contracting entity's representative does not change the contractor's obligations.

NOTE: The duration of the contract must be calculated from the start date and not from the effective date of the contract. NOTE: The start date is the date of receipt of the notice to proceed. NOTE: The names of key personnel and their designation must be completed by the successful contractor prior to contract signing.

7.4. In the case of permanent structures, such as Type 4 and 5 buildings classified under the National Building Code of the Philippines and other steel, iron or concrete structures conforming to the relevant structural codes (e.g. DPWH Standard Specifications) , such as, but not limited to, steel/concrete bridges, overpasses, aircraft taxiways, ports, dams, tunnels, filtration and treatment plants, sewage systems, power plants, transmission and communication towers, railway system and other similar permanent structures: Fifteen (15) years. In the case of semi-permanent structures, such as buildings of types 1, 2 and 3 classified under the National Building Code of the Philippines, concrete/asphalt roads, river concrete control, drainage, irrigation canals, river landings, deep wells, rock causeways, pedestrian overpasses and other similar semi-permanent structures: Five (5) years.

In case of other structures such as Bailey and wooden bridges, shallow wells, spring developments and other similar structures: Two (2) years. 13 Enter here "No further provision." or, if the contractor is a joint venture, "All partners in the joint venture are jointly and severally liable to the client". The amount to be withheld for late submission of an updated work program is [insert amount].

Materials and equipment delivered to the site but not yet fully erected will be included in the payment.

S PECIFICATIONS

The sump test is performed in the field under the supervision of the project engineer. Samples from the stock on site are taken by the Contractor in the presence of the Project Engineer. The complete color scheme for painting the building (outside and inside) will be provided to the contractor by the project engineer.

If major displacement is required, they shall be subject to the approval of the Project Engineer.

D RAWINGS

B ILL OF Q UANTITIES

A separate procurement procedure is normally carried out by the contracting authority to select such specialist contractors. In order to provide an element of competition among the tenderers in respect of facilities, amenities, attendance, etc., to be made available by the successful tenderer as general contractor for the use and convenience of specialist contractors, each associated provisional sum should be followed by an item in the Bill of Quantities, calling on the bidder to quote an amount for such amenities, facilities, attendance etc. A signature box shall be added at the bottom of each page of the bill of quantities where the authorized representative of the bidder shall affix his signature.

Failure of the authorized representative to sign each page of the submission will be grounds for rejection of his bid. These notes for the preparation of a bill of quantities are intended only as information for the Procuring Entity or the person drafting the Tender Documents.

The client, as well as providers and contractors, will observe the highest standards of ethics when ordering and executing the order, unless otherwise specified in the BDS. Failure to comply with any of the above obligations is the responsibility of the provider concerned. Unless otherwise specified in the BDS, the Bidder may subcontract parts of the work to the extent that may be approved by the Client and specified in the BDS.

In the event that a subcontractor is not considered eligible by the contracting authority, the subcontracting of such part of the works will not be permitted.

C ONTENTS OF B IDDING D OCUMENTS

At any stage of the bidding process or during the performance of the contract, the tenderer may indicate the subcontractor to whom part of the works will be subcontracted. Additional/bidding bulletins may also be issued at the initiative of the contracting authority to clarify or amend any provision of the bidding documents no later than seven (7) calendar days before the deadline for submission and receipt of bids. Any supplemental/bidding bulletin issued by the BAC will also be posted in the PhilGEPS and the website of the relevant contracting authority, if available, and in a prominent place on the premises of the relevant contracting authority.

However, Bidders who have submitted bids prior to the issuance of the Supplementary/Bid Bulletin shall be informed and allowed to amend or withdraw their bids in accordance with ITB Clause 23.

Unless otherwise stated in the BDS, the financial component of the offer will. a) The Financial Offer Form, which includes the offer prices and the bill of quantities, in accordance with points 15.1 and 15.3 of the ITB; and. The Bidder shall complete the rates and prices for all items of work described in the Bill of Quantities. Bids shall remain valid for the period specified in the BDS, which shall not exceed one hundred and twenty (120) calendar days from the date of bid opening.

The bid security described in ITB Clause 18 must also be extended corresponding to the extension of the bid validity period at least.

The KBK or the Procuring Entity will not assume any responsibility for the incorrect placement of the contents of the closed or irregularly marked bid, or for its premature opening. Deadline for submission of bids .. forfeiture of the Bidder's bid bond, in accordance with Clause 18.5 of the ITB, and the imposition of administrative, civil and criminal sanctions as provided by RA 9184 and its IRR. In the event that one or more of the requirements in the second envelope of a given bid is missing, incomplete or insufficient, and/or if the price of the total bid submitted exceeds the ABC, unless otherwise provided in clause 13.2 of ITB, BAC will rate the concerned bid as "failed".

The read summary of bids and minutes of bid opening are available to the public upon written request and payment of a specified fee to reimburse the cost of materials.

The ranking of the total bid prices thus calculated from lowest to highest. When applicable, BAC shall conduct a requalification of the bidder with the next lowest calculated bid. A request for reconsideration may be submitted by the bidder to the HoPE in accordance with Section 37.1.3 of the IRR of RA 9184.

If the funding source for the project has been withheld or reduced through no fault of the contracting entity.

This contract shall be construed in accordance with the laws of the Republic of the Philippines. All decisions recommended by the CTRC are subject to HoPE approval. In the absence of the CPES assessment form, the contracting authority's existing performance monitoring system will be applied.

All work to be paid as day labor shall be recorded by the Contractor on forms approved by the Procuring Entity's Representative. Each completed form will be verified and signed by the Representative of the Procuring Entity within two days of the completion of the work. This request for payment will be verified and certified by the Procuring Entity's Project Representative/Engineer.

The approved sample must be representative of the smooth textured concrete finish required in the job. All repairs to pipes shall be made of new material at the expense of the Contractor. All damaged material shall be replaced or repaired by at the expense of the Contractor.

All debts from the GoP in favor of the contractor must be set off to cover the costs.
